Dear Friends,
     On Tuesday, September 29, 2009, at 9:30 AM, there will be a Pinellas County Commission meeting at the Pinellas County Courthouse, 315 Court Street, 5th Floor Assembly Room, Clearwater, Florida, 33756, regarding the public utilities rate increase of water, as required by Florida Statute 180.136.  As this meeting will take place only two days before the rate increase is scheduled to take effect, this is more of a token meeting for ceremonial purposes.
     In 1998 our water began to be supplied by Tampa Bay Water, but in 2002, according to the Pinellas County CAFR (Comprehensive Annual Financial Report, a secretive second set of books where municipalities nationwide hide finances so that they can appear more credible as they "cry poor," a lame excuse to raise taxes, fines, fees, rates, etc.) on page 43, under an inter-local agreement, member governments, except for the City of Tampa, transferred ownership rights of their water supplies to Tampa Bay Water.  Pinellas County transferred its interest for cash upon closing and the remainder is to be received as credits toward annual water purchases over the next 29 years.  The value of the credits totaling more than $63 million is recorded in long-term notes receivable. The interest on these notes comes to more than $1.2 million per year.  Pinellas County currently receives free water from Tampa Bay Water and sells it to Pinellas Citizens at an ever-increasing rate to support this agreement who pay more for water so the County and 29 municipalities can add more revenue to its CAFR and pension funds.  More importantly, in the same 2002 Pinellas County CAFR report on page 42 it is stated that all cash, cash equivalents, and investments which come from surplus taxes totaled more than $1 billion.  These accounts cannot be found in more recent CAFR reports because they have been removed by Federal accounting procedure 32 to conceal the true figure.
     A group of concerned Citizens will voice our opinion that the proposed water rate increase is gouging Citizens of Pinellas under a centralized, monoplized, and adulterated water supply which constitutes a serious security risk, particularly in view of the high number of area MacDill Air Force Base personnel.  Before 1998 all Pinellas water came from the Floridan Aquafer, the safest and highest qualty water available according to the U.S. Geological Survey and Pinellas County officials.  
     Issues that we plan to address will include the fact that we have all the water we need right under our feet which is the safest and highest quality water available, the misappropriation of taxpayer funds, public officials' breach of their
fiduciary responsibilities, and violation of the Constitution of the State of Florida, Article II, Section 8, Paragraph (c):

Ethics in government.--A public office is a public trust. The people shall have the right to secure and sustain that trust against abuse. To assure this right: 
(c)  Any public officer or employee who breaches the public trust for private gain and any person or entity inducing such breach shall be liable to the state for all financial benefits obtained by such actions. The manner of recovery and additional damages may be provided by law.

     Please arrive early (9:00 AM if possible) to register to speak.  Each individual is given three minutes to address the Pinellas County Commission.  The CAFR is an issue of corruption concerning the bleeding of the public wealth on the scale of the Federal Reserve, deficit spending, derivatives and toxic assets.  The difference is that the funneling of public finances into the CAFR slush funds can be controlled at the local level.

This is an extremely important message to my family and friends. In August, my wife and I received a mailer about the proposed utility rate increase for Pinellas County. I, having found out about the Comprehensive Annual Financial Reports (CAFR) last year, saw this as an opprotunity to expose the fraud of government tax theft through the water issue, another large fraud. For those who may not know, the government( govern- control, menta-mind) keeps two sets of books, the Annual Financial Reports, and the CAFR( the REAL set of books) which is based on the Chicago 1313 method which was developed by the Mafia when they took over Chi-town government. They keep one set of books for the authorities, and another set that was the real record. Every municipality, county, and state has been operating this way at least since 1995, and approximatly 65% of our tax money eventually winds up in offshore banks, after our elected officials get their kickbacks. If you want to get up to speed on the CAFR's, search engine Comprehensive Annual Financial Reports Exposed for a 2hr documentary on the subject. I found out that the public gets 3 minutes to speak in front of the Board of Commissioners,so to prepare, I knew I had to get a CAFR, which I received from the clerk of the court. I got in contact with a local retired businessman/author who helped me prepare my 3 minute address to the Board of Commissioners. Since I have over 8 years of public speaking experience as a docent with the Salvador Dali Museum and with the Great American Teach-in, I felt that perhaps I could do my part to stop corruption and theft from our elected officials. What is below is what I said to the board, except for the ending which starts with "So, for mis-appropriation of tax-payer money..." which was replaced at the last minute by" We know about the deal that was made with Tampa Bay Water. We know about the other set of books. We were able to find the accounts that were removed because we have the last complete report from 2002 to compare them with. Our CPA will soon be done with a report." Soon, @ the PCC video archives, you will be able to see the hearing, hopfully in it's entirety. The public portion is near the end. My new friend Chris Steiner, host of WTAN AM 1340 talk radio show LIBERATION STATION (www.theliberationstation.com) was also there to back me up and add very critical info which created a moderate uproar in the assembly room. The rate increase of 8% passed, but this is just the beginning. Commissioner Susan Latvala questioned my numbers and facts but seemed taken aback when I said the info was from Pinellas County's CAFR. She then said she wants to meet with me. I spoke with her secretary today to keep the lines of communication open and said I would call next Thurs(10/8/09) to set an appiontment for a meeting. That is where it stands right now. I will update you all as things develop. Since there is billions of dollars at stake, what I and Chris have done, even though it is in the public record, is very dangerous. I want you all to know that I love my wife and life and I would never ever kill myself. If I am found dead, it was not suicide. I love you all and will keep you posted.

Hello to all. I have found the video of the hearing so you can see not only my friend Chris and myself speak truth to power, but also the bumbling ineptitude of our duly elected officials( although 3 of them seem to at least have some concern for the rising utility rates). Could we have done better? Of course! Could you have done better than we ? Most certainly, and I hope all of you will be successful in whatever way you chose to FIGHT THE POWER.
